Rrepresenting France to NATO, which I did with our permanent representative for five years, and then managing France’s relations with this organization at the Quai d’Orsay provides many opportunities to understand the extent to which our perception of the US role in Europe is different from those of our partners.

While everyone, without exception, perceives their security only from a Euro-Atlantic perspective, France willingly plays the spoil sport and tirelessly reminds us of the need for a purely European defence. “The Voice Crying in the Desert” would be a good subtitle for our efforts in this regard.
