Olivier Dussopt: “The rules for the a-kassen must be more incentives”

The Minister for Labour, Employment and Integration, Olivier Dussopt, was a guest at the big meeting on Sunday 20 November at CNEWS. He spoke about the reform of unemployment insurance.

Reform the system. Guest at the Grand rendez-vous on CNEWS, the Minister of Labour, Employment and Integration, Olivier Dussopt, reacted to the unemployment insurance reform led by Emmanuel Macron. In this connection, the minister considers that there is a paradox between the unemployment rate and the employment policy in France, and that the system must be reformed to facilitate the recruitment of companies.

The observation is simple for Olivier Dussopt: Unemployment is falling, but not enough. To remedy this, the Labor Minister intends to reform the entire unemployment insurance system to respond to a simple principle: “be more generous and more protective when things are bad, and more incentive when things are good”.

400,000 jobs must be filled

“Not only has unemployment fallen, it has gone from 9.5% to 7.3%, but we are encountering recruitment difficulties, at 7.3% we are still well above the European average, which is a kind of paradox that have 7.3% of the jobseekers, and at the same time could not recruit”, the minister analysed.

“We estimate that there are approximately 400,000 job offers that are available today, so the unemployment insurance reform that I support, and which has been adopted by the National Assembly and the Senate, responds to a simple principle: When things are going well, and the companies recruits, our rules must be more incentivising, but not at any price, which will be a floor of rights and protection”, clarifies Olivier Dussopt.

One question remains: How to prove that these new rules will encourage the French to go to work? To this question, the Minister clarified that the amount of the unemployment benefit does not change, but that only the duration of the compensation changes, since “all the studies” show that there are two periods in which the return to work is the highest: immediately after registration and immediately before the termination of the rights. “Between the two, it falls a little, so we would like to tighten this period” states the minister.
