The modulation of the jobseeker’s rights according to the state of the labor market does not go through the political department group. Céline Tonot presented the opposition’s arguments on Monday 28 November.

During the meeting of the departmental council of the Côte-d’Or, including in particular the debate on the budget guidelines for 2023, the political group Côte-d’Or Terre d’avenir simultaneously opposed the policies of François Sauvadet at the territorial level and Emmanuel Macron’s at the national level, renewing the submission of a desire – already presented on October 21, but returned by the majority – to challenge the unemployment insurance reform that parliamentarians adopted on November 17 last year.
The particularity of the opposition group is to count in its members Benoît Bordat (Progressive Federation), departmental councilor of the canton of Dijon 4 and representative of the second constituency of Côte-d’Or, who himself supports the president’s action. the republic.
A “reduction” of the rights of the unemployed according to Céline Tonot
The desire that challenges the government is presented by Céline Tonot (PS), who criticizes the possibility of a graduation of jobseeker’s rights due to the bill on emergency measures in connection with the functioning of the labor market with a view to full utilization.

Instead of a “modulation”, Céline Tonot believes that it is a “reduction” of the rights of the unemployed, this one year after a previous reform which has not yet been evaluated. “This reform will have an impact on the departments’ finances through the payment of more RSA recipients,” she analysed.
“This means that we have to rethink the entire chain of social support”, responds Emmanuelle Coint (LR) for the majority. “We are working on it with the France Travail experiment, but maybe we need to rethink the RSA, which sometimes, for some people, does not correspond to the reality of their situation.”

“I voted in the National Assembly for this reform”, recalls Benoît Bordat. “The French do not understand that there are 3 million unemployed, and on the contrary, there are 300,000 vacancies within a certain number of subjects. (…) In a historically low period for unemployment – we are at 5.5% in the Côte-d’Or, which we had not seen for fifteen years – many companies are looking for employees. (…) If the period turns unfavorable again, we modulate to be more protective of those and two who are looking for a job. (…) I remind you that UNEDIC’s debt is 50.8 billion euros in 2024; at some point everyone has to do their part.”
A position known in his political group, since the departmental adviser-deputy had not signed the text originally studied in the committee.
Patrick Audard distinguishes between “employment” and “employability”
During the debates, the departmental opposition councilor Patrick Audard (PS), a lawyer by profession, reminds that “in French law the CDI is the rule, this rule the left wing is attached to it”.
The socialist continues to distinguish between “employment” and “employment”: “it is not because there is a job offer in the deficient occupations that we, on the contrary, have the opportunity to have employees who respond positively to this type of offer. “It is a way to overwhelm employees, job seekers in particular, and therefore impose on them a kind of completely unfair guilt and therefore stigmatize a kind of general laziness that would affect French society.”
“That Monsieur Bordat does not vote for this wish, I understand that, but it is of course connected with his change of line”, then Patrick Audard blurts out, surprising even François Sauvadet: “I knew you were a lawyer, I knew you were not a lawyer” .

To complement the words of his colleague from the opposition, Hamid El Hassouni (PS) takes out the calculator and the annual activity report of the Pôle emploi: “99% of the job offers are filled nationally, (… ) we have a range between 300,000 and 400,000 job offers out of 26 million recruitments per year”.
Thus, the socialist refers to the amount of job offers made during the year to the operator of the public employment service and not to the offers at the moment T. A statistic that causes the disapproval of the department majority.
Among the offers that do not find takers, “some employers do not want candidates to be sent to them because of a lack of training, because the schedules are shifted, because the salaries do not necessarily meet expectations”, explains Hamid El Hassouni.
“What I criticize about this reform is that it does not take into account the employment pool, especially at the departmental and regional level”, clarifies the departmental adviser, “we cannot impose the double penalty on jobseekers”.

“There is a real problem with the relationship with work”, analyzes François Sauvadet, “today we have young people who do not want to have a fixed contract, they organize their working hours according to their lives; (…) this relationship with work will constitute a real issue for the functioning of our society”.
“I’m happy to see Benoît Bordat gather the majority”, laughs François Sauvadet, noting that the branch councilor is voting against the wishes of his opposition group.
However, the progressive is not isolated, as four of his colleagues from the cantons of Genlis and Arnay-le-Duc choose not to vote. The wish is finally rejected by the majority of the department.
