The MEPs tighten the government’s reform plan

What role does unemployment insurance have with jobseekers? What relationship should the employees have at work? These very political questions “but also philosophical”, in the words of the “rebellious” deputy of Seine-Saint-Denis Alexis Corbière reviewed the debates, from Monday 3 to Wednesday 5 October, on the occasion of the consideration of the bill paving the way for the reform of unemployment insurance. They also illustrated the split between the presidential coalition, supported by the elected representatives of the Les Républicains (LR) party, and the left-wing coalition, the New Popular Ecologist and Social Union (Nupes).

This text constitutes the first stage of the major labor market reform project, which, according to the government, must lead to full employment by 2027. In particular, it provides the opportunity to change the compensation rules to modulate the duration in the market depending on the state of the workforce. Since the five articles in the text have been adopted, the result of the solemn vote, which will only take place on Tuesday 11 October after the questions to the government, is hardly in doubt.

To secure the support of the LR group in the National Assembly, whose benches were very sparse in the session, the government and the presidential majority tightened the text by incorporating provisions on job cuts. Currently, employees who leave their jobs without notice must then be dismissed by their employer, which allows them to receive unemployment benefits. Members of Parliament together! (Renaissance, MoDem and Horizons) and LR, which together ensure trust “returning from the field” and “employer statements”, tabled joint amendments, worked with the government upstream, to create a “presumption of resignation” which would block the opening of rights.

In the absence of Labor Minister Olivier Dussopt, who on Wednesday opened the consultation with the social partners on the pension reform project, it was Carole Grandjean who defended the amendment: “This phenomenon of job loss is constantly increasing and presents various problems, especially for companies that see their collective disorganized”said the minister’s delegate for vocational training. “The abandonment of position is used to mislead the termination and collect unemployment insurance”added the Member of Parliament (Horizons) in Maine-et-Loire, François Gernigon.
