A breeding of American Bully XL settled in Prayssas. Residents and the mayor believe that it disturbs the neighborhood. The breeder explains.
Since July 2021, Monstrous Bully Kingdom, a French breeding of American Bully XL, a breed of dogs as robust as they are affectionate, has settled in the territory of the municipality of Prayssas, precisely at a place called “Cornier”. Residents consider themselves victims of neighborhood disturbances. They have the support of the mayor. The breeder confides that “his dream has turned into a nightmare”.
“There was no authorization to build the kennel and put at least twenty dogs in the building”, assures Jean-Pierre Seube, the president of the Riverains of the valley of the Masse. For this association, the breeder has “failed in relation to the town planning department of the Community of communes”. She adds: “It would seem that this operator does not have the necessary approvals either to operate a breeding of more than nine dogs. Apparently, the alerted veterinary services (DSV) carried out a control, however we do not yet know the result of this visit. A complaint has been lodged with the gendarmerie services for months. However, the file does not seem to have changed much. While waiting for the red tape to change this file, it is the local residents who suffer daily, night and day, the nuisances of this wild breeding”.
Residents, very close to the farm, wanted to give their testimony: “The noise of barking, incessant during the day and night, is a source of nuisance which impacts rest and nervous balance”.
“There will be no electricity and drinking water connection”
Philippe Bousquiet, the mayor of Prayssas, understands “the position of local residents who suffer noise and olfactory nuisance from this wild breeding”. He says: “I have been dealing with this file since July 2021 and at the time I met the project leader asking him to send me a description, plans, a soil study and of course to complete a request to the town planning department. To date, I still haven’t received anything and he built and built, as he wanted, without any authorization from the competent departments. I alerted the various departments of the State, a complaint has been lodged with the gendarmerie as well as a report to the DSV. I am still waiting for the reports and the legal actions which must result from this. I have confirmed to this gentleman that he will not have no connection to electricity and drinking water in the current situation. I hope that this file will soon find a favorable outcome for the quality of life of the residents affected and that the law will be respected”.
“I lost €40,000”
Alexis Marin believes he is within his rights today. He hopes to have water and electricity soon. He currently uses a generator and daily brings water to his dogs who, he says, “are like my children”. He admits having had 20 dogs but this is no longer the case. He only has nine left. “A dog is worth between 3,000 and 10,000 euros. I had to give some”. He estimates that he lost 40,000 euros.
On this agricultural land that he bought, he indicates that “nothing is built in hard”. “The structure is removable. Everything can be dismantled. It’s as if you had a garden shed at home”. He says he is ready to discuss with the mayor. He also invited him to visit his farm.
Originally from Layrac, Alexis Marin works with American Bully XL. Muscular, this dog is not categorized. He doesn’t have a reputation for being aggressive. Quite the contrary. It is suitable for a family. “It is above all a dog that does not bark, underlines the breeder. I am there all day, there is no barking. On the other hand, if there is a fox prowling around breeding, it is spotted”. He would like to point out that, on the other hand, the neighbors’ dog bellows. He is ready to bring a bailiff on site to have it noted.
He notes that three of those direct neighbors have dogs “purchased by breeders.” “The breeders, 20 km from home, it’s good but 100 m…”. Finally, he reminds us that there is a deer farm just opposite and that the slab of the deer does not go unnoticed. “Nobody complains about it”.
