“It’s a scandal! »: In this Orne area, insurance costs are exploding

That evening Thursday 27 June 2024 opened new considerations for the forty municipalities in Flers Agglo. Among the topics discussed sparked the cost of insurance in the urban area the wrath of the president Yves Goasdoué. Among the other items on the agenda are the renewal of the transport service with Transdev, renovation work in La Ferté-Macé town center and assistance to municipalities in relation to expropriation procedures.

The price of Flers Agglo insurance “goes from simple to double”

There Taste is the main insurer for local authorities, including Flers Agglo. “By letter of 23 May 2024, Smacl informs Flers Agglo of its desire to increase the size of the contract,” states the chairman of the board. An increase which is far from insignificant, as it would increase the annual contribution to intermunicipal “from simple to double”, passing from €92,000 to €202,000. An increase which also relates to franchising.

Smacl informed Flers Agglo that if this proposal was not accepted by June 30, “the current contract would be terminated on January 1, 2025”. “It’s a scandal! They put the knife to our throats with the risk of being left without insurance, and without any response from the public authorities”, storms Yves Goasdoué. To avoid leaving real estate without insurance, the new pricing was passed unanimously. “We have to figure out how to land Smacl on January 1, even if it means taking out insurance abroad. »

In a report published in Marchthe Senate actually emphasizes “the accumulated imbalances [qui] has thrown Smacl into a particularly difficult situation.” In the same report, the upper house recalls the negative results that the insurance company has recorded since 2021, namely – 140 million euros in 2022 and – 196 million euros in 2023.

The operator Transdev will operate until 2029

In the deliberations, Transdev was also discussed. The management of the transport network in Flers Agglo will not happen immediately. During the Council, the public service delegation for transport was renewed with the French group until 2029. Not a surprising choice as the operator was the only candidate.

This renewal will be accompanied by an increase in the order of magnitude of 19.1% per year. The annual contribution thus increases from 1.2 million euros to 1.4 million euros, i.e. almost one million euros over five years. For its part, Transdev guarantees to extend Line 3 to the Essards area and increase the number of hours of transport as needed.

Home improvement operation in La Ferté-Macé

“The circumstances were such that it was imperative to launch this project. » After the validation of the housing renovation program in La Ferté-Macé during the council meeting on April 11, the chairman of Flers Agglo voted on the subsidy amounts from which private owners (residents, landlords and co-owners association) must be able to benefit ) for renovation works on housing, in a period of 5 years from 1 September 2024.

With an envelope attached €598,000, the operation must allow renovation of 164 accommodations located in the center of the city.

A project which should give “a second wind” to La Ferté-Macé as lost more than 800 inhabitants between 2010 and 2024. The vacancy rate for housing in the city center has reached 18%, “it is 5% in normal times”, emphasizes Yves Goasdoué. Another consideration will be organized to appoint the operator.

Municipalities provided financial support for expropriation procedures

Perhaps because he himself has been involved in the Point P store in Flers for three years, against whom a new procedure has been initiated as it was announced during the last municipal council in Flers, the chairman of the urban area closed the council with the financial support that the 42 municipalities in Flers Agglo will be able to benefit from as part of expropriation procedures.

“They are long and complex with an administrative and judicial phase. Our municipalities are sometimes forced to call in service providers because they do not have the skills in house. We must equip them with the technology to execute the projects,” the President assured.

From now on, every municipality will be eligible for support up to 50% “of the amount of the public advisory and assistance contract” for the implementation of an expropriation procedure.
