Loan for work

Exceptionally, the town council was held in the wedding hall on Friday evening and not in the Salle Blanche de Castille due to a sports competition.

On the agenda, validation of the banking institution selected for the loan regarding the renovation of the Grande-Rue and Notre-Dame church.

On the date of the municipal council meeting on 12 April, a financial institution had been chosen for this purpose, in this case it was Crédit Agricole. After a warning from the sub-prefecture of Montargis regarding this consideration, the municipality decided to withdraw it and submit to the councilors’ vote the new updated offers from the various banking institutions consulted.

Mayor Valérie Martin and finance assistant Karine Perret left the room in order not to participate in the debates or the vote. It was Crédit Agricole’s proposal, the highest bidder, that was selected to raise the loans for these two projects. The elected representatives therefore first considered the cancellation of the first consultation, then the choice of banking.

The elected Céline Martin asked what this turnaround cost: she was told “14,000 euros over 20 years”. Joël Viron, elected opposition member, believed that “Mayor Valérie Martin could have invalidated the first discussion and proposed to represent the discussion as it is”.

“The tariffs would not have been the same in the same way,” replied the elected Philippe Kuztner. And Joël Viron sums up: “The mayor had two options, she chose the safest for her, to give herself time, and this time involved higher rates”.

Another point raised was the sale of the so-called De Jesus building (located at 3, avenue du Capitaine-Albert), approved by the council. During the previous city council, the elected officials validated the offer at 50,000 euros.

The City Planning Commission gave the buyer of the building its agreement for the sale of a piece of the Riglet house (two rooms located on the ground floor with an area of 40 m) 2 ) embedded in the De Jesus house. The buyer of said house made an additional offer of 10,000 euros, which brings the purchase of the whole to 60,000 euros. Patrick Gomet, elected opposition member, considered this to be equivalent to selling at a loss by listing what it cost the city: the acquisition, the notary’s fees, the repair work on the roof and guttering of the house and the garden studio. “Garden studio that hasn’t been paid for and won’t be,” answered Karine Perret.

Next board meeting: Thursday 21 September in Salle Blanche-de-Castille.
