Perpignan: the lawyer for the Cloche d’Or mystery investor reveals the nature of the eleven brands

In the soap opera of the eleven businesses of the rue de la Cloche d’or in Perpignan, for the first time the lawyer of the single or plural investor, whose identity remains secret, reveals the content of the project.

A whole mystery and which seems to thicken over the weeks and soap operas. Difficult to describe otherwise the affair of the rue de la Cloche d’Or. This artery in the city center of Perpignan is the scene of a succession of transactions where the new buyers of the eleven businesses, which until then belonged to the entrepreneur Abi-Nader Chukri, advance masked, without ever revealing their identity. But a dramatic turn of events on July 21, through their lawyer Me Ilyacine Maallaoui, registered with the Paris bar and a native of Perpignan, who reveals the nature of the eleven brands that the partners wish to install in the acquired businesses. While refusing to give their name.

Empty premises taken over by a group of investors

Because these eleven premises, first bought by Abi-Nader Chukri in 2020 (see box), were taken over on April 22 by a group of investors, represented by a spokesperson, with a substitution clause for at least six companies. No name circulates then. Except one: Nasdass. The Saint-Jacques influencer could be part of the project, but his manager formally denies the information. But the noise continues to spread. Until finding echo in the municipal council of Perpignan.

At the desk, solemn, the mayor RN Louis Aliot assures the Perpignan assembly on June 22: “Our services have received a declaration of intent to alienate (DIA) concerning these famous eleven businesses. We received the seller owner this morning who confirmed our fears. He plans to sell to companies that have in common to do halal catering“. The First Magistrate hammers as companies “very rich and owned by overseas investment funds“, in particular “G la Dalle”, would buy back these eleven businesses for “1.35 million euros in total”.

€1.35 million

Asked about the subject, Me Ilyacine Maallaoui confirms two points only: the transaction for the eleven businesses was indeed carried out on April 22 and also the price of 1.35 million euros ensuring: “It is the valuation following the work carried out in these businesses“. But who are the investors? “I am acting for a company. I can’t go beyond that.“. Why take the floor three weeks after the municipal council? “It takes the wisdom of the answer which is not at the moment T and it was not the national priority neither for me nor for my client“. According to our sources, the lawyer would have taken over the file very recently. Is the Nasdass influencer in the project? “I can’t answer for him“.

Organic restaurant, perfumery, kebab, anti-stress accessories…

On the other hand, the lawyer discloses the intention of the investor(s). “The project carried out to date by several buyers would consist of setting up a school support center, a beauty salon, perfumery, hairdressing, an organic restaurant, an oriental grill, a chip shop, an Istanbul ice cream parlour, a ready-to-eat store -porter, a Comedy club-style talent incubator, an artisanal kebab, a store offering anti-stress items, an associative space open to young people from the neighborhoods to promote initiatives and a solidarity grocery store“.

If the lawyer speaks today, it is therefore to defend an operation from which he “clearly shows that halal only makes a residual appearance, that it is only an accessory to a general program whose sole objective is the dynamism of the city, an objective shared ineluctably by the municipality“. But, it is also and above all, to try to convince the municipality not to pre-empt the eleven businesses to become the owner, and thus sound the death knell for this project. “The right of first refusal evolves in a strict legal environmentwrites Me Ilyacine Maallaoui, it is necessary that such use finds as a corollary the existence of a criterion of general interest, to plead the specter of halal meat cannot meet this legal imperative“.

Because Louis Aliot has already surveyed the city council, on June 22, on the possibility of pre-empting these eleven premises or buying them. The LR opposition had pleaded for the first option. Louis Aliot had not revealed his choice. The City can exercise this right from August 2 to 6 at the latest. The file is on the table.

The story of these eleven businesses

Recall of facts.

In 2020, an entrepreneur, Abi-Nader Chukri, buys 11 businesses in this Perpignan street to create a gourmet artery project. Each sign had to correspond to a culinary specialty. The idea was for customers to be able to sit down anywhere in the street, order what they want from different addresses and pay for their total consumption on a single bill. The project provided for 320 seats outside and 250 inside the establishments.

But this plan has been on hold for many months. Four buildings, which were to accommodate 70% of the gourmet artery, were the subject of an order of imminent danger. Major security work, very costly, must be carried out there.
