Inhabitants of Chatel Saint Germain,
We all notice the proliferation of stray cats and, despite the efforts made by some who adopt, feed, sterilize, on their own money, the situation is getting out of control. Walking through our verdant town ends up becoming heartbreaking at the sight of these poor abandoned cats. Madam Mayor, Claire ANCEL, repeatedly solicited, has never responded to our various requests on this subject.
We still can’t wait for a few to take on feline distress without any help, which is why we urgently call for a campaign to sterilize stray cats and help with feeding.
Because, faced with these cats who are hungry, reproduce, fight, some get annoyed, complain where others are moved. However, it is the responsibility of the municipality to initiate at least a real sterilization campaign and to resume a partnership with an animal defense association so that the inhabitants have a contact person to turn to. It is a service rendered to the population as well as to the poor animals.
In 2010, ONE VOICE (animal rights organization) investigated the living conditions of homeless cats and reported numerous cases of cats being trapped, stoned, beaten, tortured or killed. They face hunger, disease and often serve as targets of human intolerance. We cannot accept this.
For your information, here is a brief reminder of the law:
– the stray cat is recognized as a domestic animal by the decree of April 3, 2014 and therefore,
NOT FEEDING A STRAY CAT IS AN ACT OF ILL-TREATMENT, FAILURE OF CITIZEN DUTY,
a violation of article L214-3 of the Rural Code and this violation can therefore be punished by the Penal Code.
Art 521-1 of the Penal Code: the act of exercising serious abuse or committing an act of cruelty towards a domestic animal is punishable by 2 years’ imprisonment and a fine of €30,000.
THE STERILIZATION OF ABANDONED CATS IS THE RESPONSIBILITY OF THE MUNICIPAL POLICE
We hope that our mobilization will lead the mayor to reconsider her position in order to put an end to this unnecessary suffering.
