The company “Les Assurances Lafia-SA” has now got a new general manager named Ms. Kadiatou Koné. She was appointed by a resolution dated January 6, 2023 signed by the Chairman of the Board, Mrs. Sidibé Zamilatou Cissé. This appointment follows the lifting of the interim administration of the Regional Insurance Control Commission (CRCA) by the Inter-African Conference on Insurance Markets (Cima). It will therefore be a matter for the new day-to-day manager to relaunch the activities of Assurances Lafia-SA. This means that the page for the former general manager, Ousmane Bocoum, has definitely turned.

The decision to lift the provisional administration of “Les Assurances Lafia-SA” was taken at the 109th Ordinary Session of the Regional Insurance Control Commission (CRCA) of the Inter-African Conference on Insurance Markets (Cima), held from November 28 to December 3 , 2022 in Libreville, Gabon.

“At the end of its discussion, after your and the suspended managers’ consultation, in the presence of the representative of the minister responsible for insurance in Mali, the regional insurance control commission takes note of the conclusions of the general meeting of August 31 2022, which appointed the new directors of the company. The Commission therefore decides to cancel the provisional administration of the company “Assurances Lafia-SA” du Mali. To this end, the Commission requests the Board of Directors to take appropriate measures for the operation of the management bodies from its first meeting and to send the application material for the approval of the appointed managers.

Here is the content of the letter from the President of Cima-CRCA, Mamadou Sy, dated December 3, 2022, addressed to the General Administrator of Assurances Lafia, Mrs. Ly Taher Dravé. Before notifying shareholders: “The Commission informs shareholders and managers that the resurgence of conflicts that are likely to hinder the smooth operation of the company and harm the interests of policyholders and beneficiaries may lead, according to the provisions of Article 312 of the Insurance Law, to an automatic suspension of the managers involved or persons or an automatic transfer of the company’s portfolio”.

That’s not all. The CRCA also asked the company to do so “pursue the recovery of the sums irregularly spent by the former leaders, in particular on the payments of 3,824,804,114 CFA francs not justified, mentioned in the sanction procedure for Mr. Ousmane Bocoum”.

After the suspension of the interim administration, the hiring of the new general manager at the head of the company went very quickly. Following an employment announcement from a specialized company dated October 11, 2022, the choice fell on Mrs. Kadiatou Koné. She was appointed by decision of the chairman of the board, Mrs. Sidibé Zamilatou Cissé. And she has officially joined since 9 January 2023.

It should be noted that the company “Les Assurances Lafia-SA” had been placed under interim administration with the suspension of the managers by Resolution No. 0074-MEF-SG of 27 August 2020 before it was confirmed by the CRCA following Resolution No. 022 / D /Cima/CRCA/PDT/2020 on 28 August 2020.

This decision must be remembered, “follows a conflict arising from a change of chairman of the board likely to compromise the interests of policyholders and beneficiaries of insurance contracts whose protection falls within the competence of the supervisory authority in accordance with Annex II to the Treaty establishing an integrated insurance organization in the Member States of the Inter-African Conference on Insurance Markets (Cima)”.

Since August 10, 2022, the company’s directors have elected Mrs. Sidibé Zamilatou Cissé to occupy the position of Chairman of the Board (PCA).
