The operation of the daily allowance in February 2023 will depend on the economic situation. The minimum floor of 6 months is maintained, but the duration of unemployment insurance can be reduced by 25% depending on a classification in the red or green period. Who is for, who is against in Normandy?

Jenny Grandet. general secretary CGT at Safran Nacelles in Le Havre: Cons
“Wanting to reduce the duration of unemployment insurance based on indicators of the state of the labor market, in red or green periods, is a bad idea. These measures do not attack the problem of vacancies, they do not attack the cause, but they attack the underprivileged and precarious classes. I am thinking of those who are already in a complicated situation and who, with this system, will lack long-term visibility. This adds a layer of anxiety to people who are already struggling. I understand that we are challenged by jobs being turned down when there is an offer. »
“But I am absolutely not convinced that this change provides a useful and effective solution. The central issue is employment. The real proposals must relate to salary increases, the possibility of changing jobs more easily and not being locked into a career that you have not necessarily chosen. This development would undoubtedly make people want to respond positively to a job offer. The red or green period system is not an answer to the real employment situation in France. So I’m against it. »
Frédéric Bérard, General Secretary of the Union of Local Businesses (U2P) 76: For
“I am in favor of this reform of the unemployment insurance fund. In the craft sector, it is very complicated to recruit, whether in construction, personal service or the hotel industry. However, I do not know if this system will be effective or incentive, especially since the people affected by the tense sectors are not necessarily registered with the Pôle emploi. But the recruitment issue is really the topic all tradespeople are talking about right now. I am aware that it is a sensitive subject, but employers would rather see a system where in the case of refusal of three CDIs there is a more concrete effect. Today, we are dealing with a generation that has other motives in relation to work. And frankly, at the moment we are in a period where managing personnel is very complex, especially when we add the sky-high prices of materials, energy and delivery times, which are very difficult to meet. »
